Thames on fire察it is reserved for him察and indeed I am told he very nearly
did it察once。
But even he won't save the constitution察sir此 it is mauled beyond the
power of preservation。 Do you know in what foul weather it will be
sacrificed and shipwrecked察 Mr。 Hood拭 Do you know on what rock it
will strike察sir拭 You don't察I am certain察for nobody does know as yet but
myself。 I will tell you。
The constitution will go down察 sir nautically speaking察 in the
degeneration of the human species in England察 and its reduction into a
mingled race of savages and pigmies。
That is my proposition。 That is my prediction。 That is the event of
which I give you warning。 I am now going to prove it察sir。
You are a literary man察Mr。 Hood察and have written察I am told察some
things worth reading。 I say I am told察 because I never read what is
written in these days。 You'll excuse me察but my principle is察that no man
ought to know anything about his own time察except that it is the worst time
that ever was察or is ever likely to be。 That is the only way察sir察to be truly
wise and happy。
In your station察as a literary man察Mr。 Hood察you are frequently at the
Court of Her Gracious Majesty the Queen。 God bless her You have
reason to know that the three great keys to the royal palace after rank and
politics are Science察Literature察Art。 I don't approve of this myself。 I
think it ungenteel and barbarous察and quite un´English察the custom having
been a foreign one察ever since the reigns of the uncivilised sultans in the
Arabian Nights察who always called the wise men of their time about them。
But so it is。 And when you don't dine at the royal table察there is always a
knife and fork for you at the equerries' table此where察 I understand察 all
gifted men are made particularly welcome。
But all men can't be gifted察Mr。 Hood。 Neither scientific察literary察nor
artistical powers are any more to be inherited than the property arising
from scientific察 literary察 or artistic productions察 which the law察 with a

beautiful imitation of nature察declines to protect in the second generation。
Very good察sir。 Then察people are naturally very prone to cast about in their
minds for other means of getting at Court Favour察and察watching the signs
of the times察to hew out for themselves察or their descendants察the likeliest
roads to that distinguished goal。
Mr。 Hood察it is pretty clear察from recent records in the Court Circular察
that if a father wish to train up his son in the way he should go察to go to
Court此 and cannot indenture him to be a scientific man察an author察or an
artist察 three courses are open to him。 He must endeavour by artificial
means to make him a dwarf察a wild man察or a Boy Jones。
Now察sir察this is the shoal and quicksand on which the constitution will
go to pieces。
I have made inquiry察 Mr。 Hood察 and find that in my neighbourhood
two families and a fraction out of every four察 in the lower and middle
classes of society察are studying and practising all conceivable arts to keep
their infant children down。 Understand me。 I do not mean down in
their numbers察or down in their precocity察 but down in their growth察 sir。
A destructive and subduing drink察compounded of gin and milk in equal
quantities察 such as is given to puppies to retard their growth此 not
something short察 but something shortening此 is administered to these
young creatures many times a day。 An unnatural and artificial thirst is
first awakened in these infants by meals of salt beef察 bacon察 anchovies察
sardines察 red herrings察 shrimps察 olives察 pea´soup察 and that description of
diet察and when they screech for drink察in accents that might melt a heart of
stone察 which they do constantly I allude to screeching察 not to melting察
this liquid is introduced into their too confiding stomachs。 At such an
early age察and to so great an extent察is this custom of provoking thirst察then
quenching it with a stunting drink察 observed察 that brine pap has already
superseded the use of tops´and´bottoms察 and wet´nurses察 previously free
from any kind of reproach察 have been seen to stagger in the streets此
owing察sir察to the quantity of gin introduced into their systems察with a view
to its gradual and natural conversion into the fluid I have already
mentioned。

Upon the best calculation I can make察this is going on察as I have said察
in the proportion of about two families and a fraction in four。 In one
more family and a fraction out of the same number察efforts are being made
to reduce the children to a state of nature察and to inculcate察at a tender age察
the love of raw flesh察 train oil察 new rum察 and the acquisition of scalps。
Wild and outlandish dances are also in vogue you will have observed the
prevailing rage for the Polka察 and savage cries and whoops are much
indulged in as you may discover察 if you doubt it察 in the House of
Commons any night。 Nay察some persons察Mr。 Hood察and persons of some
figure and distinction too察have already succeeded in breeding wild sons察
who have been publicly shown in the Courts of Bankruptcy察and in police´
offices察and in other commodious exhibition´rooms察with great effect察but
who have not yet found favour at court察in consequence察as I infer察of the
impression made by Mr。 Rankin's wild men being too fresh and recent察to
say nothing of Mr。 Rankin's wild men being foreigners。 I need not refer
you察sir察to the late instance of the Ojibbeway Bride。 But I am credibly
informed察that she is on the eve of retiring into a savage fastness察where
she may bring forth and educate a wild family察who shall in course of time察
by the dexterous use of the popularity they are certain to acquire at
Windsor and St。 James's察divide with dwarfs the principal offices of state察
of patronage察and power察in the United Kingdom。
Consider the deplorable consequences察 Mr。 Hood察 which must result
from these proceedings察and the encouragement they receive in the highest
quarters。
The dwarf being the favourite察sir察it is certain that the public mind will
run in a great and eminent degree upon the production of dwarfs。
Perhaps the failures only will be brought up察wild。 The imagination goes
a long way in these cases察and all that the imagination can do察will be done察
and is doing。 You may convince yourself of this察 by observing the
condition of those ladies who take particular notice of General Tom
Thumb at the Egyptian Hall察during his hours of performance。
The rapid increase of dwarfs察 will be first felt in her Majesty's
recruiting department。 The standard will察 of necessity察 be lowered察 the

regiments察 household´troops especially察 will pick the smallest men from
all parts of the country察and in the two little porticoes at the Horse Guards察
two Tom Thumbs will be daily seen察 doing duty察 mounted on a pair of
Shetland ponies。 Each of them will be relieved as Tom Thumb is at this
moment察in the intervals of his performance by a wild man察and a British
Grenadier will either go into a quart pot察or be an Old Boy察or Blue Gull察
or Flying Bull察or some other savage chief of that nature。
I will not expatiate upon the number of dwarfs who will be found
representing Grecian statues in all parts of the metropolis察because I am
inclined to think that this will be a change for the better察 and that the
engagement of two or three in Trafalgar Square will tend to the
improvement of the public taste。
The various genteel employments at Court being held by dwarfs察sir察it
will be necessary to alter察in some respects察the present regulations。 It is
quite clear that not even General Tom Thumb himself could preserve a
becoming dignity on state occasions察 if required to walk about with a
scaffolding´pole under his arm察 therefore the gold and silver sticks at
present used察must be cut down into skewers of those precious metals察a
twig of the black rod will be quite as much as can be conveniently
preserved察the coral and bells of his Royal Highness the Prince of Wales察
will be used in lieu of the mace at present in existence察and that bauble as
Oliver Cromwell called it察Mr。 Hood察its value being first calculated by
Mr。 Finlayson察the government actuary察will be placed to the credit of the
National Debt。
All this察sir察will be the death of the constitution。 But this is not all。
The constitution dies hard察perhaps察but there is enough disease impending察
Mr。 Hood察to kill it three times over。
Wild men will get into the House of Commons。 Imagine that察 sir
